Description :
• Directs, coordinates and supervises all day to day operations of the refinery and leads the Operations team
• Primary function is optimizing the safe processing of the petroleum feedstock to meet contract requirements including adherence to the company health, safety and environmental standards.
• Interfaces with the Terminal Operations Manager for the overall safe and efficient operation of the refinery, operates the refinery to meet the needs of the client within the operation limits.
• Ensures that the refinery process operations are run safely (in coordination with HSE Department) within defined environmental standards of Malaysia.
- Directs and supervises the activities of the refinery process group, performs supervisory functions and exercises financial authority at the level established by the Plant Manager.
- Ensures the refinery is operated in a safe and efficient manner that maximizes the yields of refined petroleum products, operates within the process limits, minimizes the risk of producing off-specification product and minimized fuel usage.
- Prepares daily production plan.
- Coordinates with the Technical Department to assure implementation of predictive, preventive, and corrective maintenance works while minimizing downtime.
- Assists the Technical Manager in planning the major shutdown maintenance programs. Ensures that all equipment related issues are reported to the Technical Manager for corrective actions.
- Provides guidance to subordinates to ensure that work is carried out in accordance with correct engineering and safety standards and follows up on such work until satisfactory completion.
- Implements detailed process operation related procedures and practices including shutdown, start-up, decoking, vessel entry, etc. Ensures that activities are carried out safely and with due regard at all times to employee safety and protection of the refinery assets.
- Holds daily meeting with the Operations team. Follows-up with investigations on matters arising.
- Assures all HSE guidelines are rigorously enforced with assistance from the HSE Department. 
Requirements :
• Bachelor’s Degree in Chemical and/or Process Engineering
• Minimum of 10 years of experience related to Planning
o Experience in performing economic evaluations, feasibility studies and preparing requests for budgetary approvals
o Experience in planning and executing engineering studies
o Experience in applying and analyzing process/ system simulation and economics of petrochemical operations.
o Excellent written and oral technical skills
• Extensive knowledge of Refinery process operations and hands on field supervision
• Extensive knowledge of marine terminal operations and petroleum storage tanks
• Excellent communication skills, both verbal and written in English. Ability to speak in Malay is an advantage.
