Prepare/Review preliminary engineering QA/QC plans/activities for Refinery technical projects (primarily piping, civil, and general construction) and presenting analysis to the department head as well as other Refinery / Terminal management for review and approval.
Implementation of the QA/QC objectives and goals as set forth in the conceptual plans.
Ensure the appropriate and required testing/inspection programs related to discipline is implemented, evaluated, reviewed monitored and final results documented in line with best industry practices.
Taking appropriate action to ensure that work is performed in accordance with contract specifications, pertinent construction codes & practices as well as national and local standards.
Maintain effective co-ordination between third party inspection agencies, Operations, maintenance team and contractor to aid in the smooth execution of projects.
Present “best option” for presentation to the department manager for selection of subcontractors’ pertains to QA/QC domain.
Ensuring the implementation of contract documents and plans actively supporting and promoting quality control programs
Routine monitoring/checking of remaining life for critical assets for refinery and notification to management for further action.
Ensure utilization of “best available technology” and when applicable use of refurbished equipment – a key to success in this job position if the ability to utilized refurbished equipment as per mitted by relevant codes, standards and industry practices..
Inspection and documentation of all materials received for projects/Refinery modification.
Carrying out internal/external inspection of refinery & tank farm equipment, piping per recommendations from TPI and notifying the same to concerned departments to pursue overdue inspections.
Planning and executing yearly inspection activities, preparing budget and managing the resources for the same.
Assessing of fitness for service and issue/oversee repair recommendations for Refinery.
Participating in seminars, presentations courses pertinent to industry such as API, ASME as well as certification programs deemed necessary for on the job enhancement .
Review/Approve & Endorse of inspection reports and anomaly notifications. Ensure implementation and documentation of corrective actions. Verify implementation and close-out corrective actions
Identifying new inspection technologies that may be appropriate for trial or use in Refinery.
Keep Refinery personnel updated on the status of inspection activities of capital projects and interface with Refinery personnel to assure process and terminal operations are not adversely effected.
Set up maintenance plan for shutdowns/turnarounds.
Certification of personnel on skilled jobs by TPI and monitoring & revalidating their performance. Review and approval of NDT reports for new Projects and Refinery maintenance activities
Monitor the operations (contractors) for compliance with the HSE policy by yearly review and update of Contractor performance assessment and coordinate the work of the contract with the requirements of the company.
'-Coordinate internal/external audits as necessary, ensure good quality documentation storage system
-When requested, assist Refinery engineers (mechanical, electrical, instrumentation) to execute work in the Refinery in accordance with applicable engineering and safety standards, and follows up on such work until satisfactory completion.
-To act as performing authority for projects awarded per the abiding rules and regulations in PTW system.
-Comments on equipment and material modification or new equipment installation proposals when requested.
- Is the focal point for all the corrosion studies as well as risk based inspection activities in Refinery.
- Liaisons with stores personnel on materials required for capital projects and ensure delivery of goods and materials in a timely manner and within budgetary guidelines ensuring proper traceability on existing good engineering practices.
- Carries out other similar or related duties, as assigned, such as ensuring observance of all safety and fire rules and regulations by subordinates, providing regular technical reports, attending and participating in training programs, ensuring available manpower is utilized effectively, raising proposals for adopting new technology to improve operations, etc. 
Requirements :
-Bachelors degree in an Engineering discipline or equivalent as minimum
-Minimum 6 to 10 years experience in QA/QC role in the Oil and Gas Industry.
-Experience in inspection with a minimum of 5 years directly relating to supervision of vendor inspection activities in the Contract Scope of work (e.g.; oil, gas and petrochemical).
-Experience in dedicated Software for Pipeline Construction.
-Experience in Microsoft Office Word, Excel and Power point.
-Auditing skills to ISO 9000 could be an added qualification.
- Good IT skills inputting data into information management system database.
